U.S. Sanctions Against the Rwandan Army: What You Need to Know

On March 2, 2026, the United States took an unprecedented step by sanctioning the Rwanda Defence Force (RDF) and four of its senior commanders for their role in the conflict devastating eastern Democratic Republic of the Congo (DRC). This measure marks a significant break in relations between Washington and Kigali, which have traditionally been close for nearly three decades.

Here is the original official English text as published by the U.S. Department of the Treasury through the Office of Foreign Assets Control (OFAC) on March 2, 2026:

0. Official U.S. Statement – OFAC: “Treasury Sanctions Rwanda Officials, Condemns Blatant Violations of Washington Peace Accords” (March 2, 2026)

On March 2, 2026, the U.S. Department of the Treasury, through its Office of Foreign Assets Control (OFAC), imposed sanctions under authorities related to the Democratic Republic of the Congo.

“Treasury Sanctions Rwanda Officials, Condemns Blatant Violations of Washington Peace Accords” — this statement formalizes the addition of several entities and individuals to the Specially Designated Nationals and Blocked Persons List (SDN List).

Individuals added to the SDN List:

  • Stanislas GASHUGI — Kigali, Rwanda (born March 3, 1973)
  • Ruki KARUSISI — Kigali, Rwanda (born June 5, 1974)
  • Mubarakh MUGANGA (alias “MK MUBARKH”) — Kigali, Rwanda (born June 26, 1967)
  • Vincent NYAKARUNDI — Kigali, Rwanda (born November 5, 1969)

Entity added to the SDN List:

  • Rwanda Defence Force (RDF) — Ministry of Defence, Kigali, Rwanda

All property and interests in property of these individuals and the institution within U.S. jurisdiction are now frozen (“blocked”), and any transactions by U.S. citizens, residents, or companies with them are prohibited.

OFAC also issued an associated General License (General License 1) temporarily authorizing certain transactions to allow for an orderly wind-down of ongoing engagements involving the RDF until an early April 2026 deadline.

1. What? — Nature of the Sanctions

The sanctions were imposed by OFAC of the U.S. Department of the Treasury. They consist of:

  • Adding the RDF and the four officers to the Specially Designated Nationals and Blocked Persons (SDN) List;
  • Freezing all assets and interests they hold in the United States or under U.S. jurisdiction;
  • Completely prohibiting U.S. citizens or entities from conducting transactions with these individuals or this institution.

This means that all their financial assets, investments, real estate holdings, or other economic interests within the U.S. financial system are now blocked and cannot be used, transferred, or controlled.

2. Who Is Targeted?

The Institution

Rwanda Defence Force (RDF) — Rwanda’s national army, established in 2002 and operating under the Ministry of Defence.

The Four Senior Officers Sanctioned

According to OFAC’s official publication:

  • Stanislas Gashugi — Commander of Special Forces.
  • Ruki Karusisi — Major General, Commander of the 5th Infantry Division.
  • Mubarakh Muganga (a.k.a. “MK Mubarkh”) — Chief of Defence Staff.
  • Vincent Nyakarundi — Chief of Army Staff.

These officers are accused by the United States of playing a key operational role in providing military support to the M23 rebel group on Congolese territory.

3. When and Why?

The decision was announced on March 2, 2026, less than three months after the signing of a peace agreement between the DRC and Rwanda under U.S. mediation (Washington Accords, December 4, 2025).

Washington explains that:

Joint RDF–M23 operations facilitated the capture of towns and resource-rich areas, including coltan mines.

Despite the agreement, the RDF continued to provide military support to M23, enabling the movement to retake and control territories in eastern DRC;

This support contributed to serious human rights violations and violence against civilians in the region;

4. Why These Sanctions Now?

The U.S. decision comes in a context where:

The United States seeks to reinforce respect for Congolese sovereignty and block financial resources supporting the M23 rebellion.

Allegations of violations of the peace agreement have become impossible for Washington to ignore;

Rwandan military presence or influence in eastern Congo has been increasingly documented by international experts;

5. How Do These Sanctions Work?

U.S. sanctions operate through two main mechanisms:

Asset Freeze

All property, bank accounts, securities, investments, or contracts held directly or indirectly by the RDF or the sanctioned officers—if located in the United States or subject to U.S. jurisdiction—are blocked.

This potentially includes:

  • Bank assets held in U.S. banks or banks with U.S. branches;
  • International investments involving U.S. companies;
  • Defense or military equipment contracts with American firms.

Prohibition on Transactions with Americans

U.S. businesses and individuals—as well as their foreign partners using the U.S. financial system—may no longer trade or invest with the RDF or these four officers.rs.

6. Consequences for Those Concerned

For the Sanctioned Officers

  • Difficulty opening or using accounts in international banks linked to the United States;
  • Blocking of foreign assets if transactions pass through U.S. financial institutions;
  • Inability to conduct business with American or international entities tied to the U.S. financial system.

For the RDF as an Institution

  • Gradual financial isolation;
  • Complications in purchasing equipment involving banking circuits subject to U.S. law;
  • Increased political and diplomatic pressure.

These measures do not (for now) constitute a full embargo, but they significantly restrict Kigali’s economic and diplomatic maneuvering room.n

7. Impact on the War in the DRC

The sanctions come amid escalating war in eastern Congo. Experts believe that Rwandan support to M23—particularly in logistics, intelligence, and equipment—has contributed to rebel advances, the occupation of strategic territories, and serious human rights violations.
