The text of the following statement was released by the Governments of the United States of America, the Democratic Republic of the Congo, and the Republic of Rwanda.

Summary of key points

In summary, the Washington statement indicates that Congo-Kinshasa and Rwanda agreed on the following main actions:

• Joint measures to respect the sovereignty and territorial borders of each country
• For Rwanda: a set date for troop withdrawal and the lifting of so-called defensive measures on Congolese territory
• For Congo-Kinshasa: intensified efforts with set deadlines to neutralize the FDLR, and the protection of all civilians

These points had largely already been agreed upon in the accords signed in July 2025 and endorsed by the heads of state of both countries in December 2025 in Washington, but they had not produced results.

The Rwandan government is accused of supporting the M23 movement, which has taken control of various areas in eastern Congo, while the government of Congo-Kinshasa is accused of collaborating with the FDLR, which Kigali considers a threat to Rwanda’s security.
