When Qatar speaks, Paul Kagame listens quickly
President Paul Kagame of Rwanda and Félix Tshisekedi of the Democratic Republic of Congo met in Doha, Qatar, and met with the country’s leader, agreeing to continue discussions leading to a lasting peace, according to the Qatari Ministry of Foreign Affairs. The meeting with the Emir of Qatar, Sheikh Tamim bin Hamad Al Thani, demonstrates the strength and commitment of that country to Rwanda and the interest of Rwanda and Congo in living alongside Qatar.
Qatar is the country that gives Paul Kagame a shout-out and the latter listens without difficulty. Even when he had declared that he would never release Paul Rusesabagina, even after strong threats from the United States of America, Paul Kagame got to the point where he discreetly released Paul Rusesabagina under pressure from Qatar. Paul Kagame released him suddenly on 24/03/2021, he was taken to the home of the Qatari ambassador in Kigali and on Tuesday 28/03 he flew from Kigali Kanombe airport and went to Doha a few days later and continued to his home in the United States of America. President Paul Kagame had however declared loud and clear that whatever happens, even in the event of a military attack against Rwanda, he would never release Paul Rusesabagina. It is clear that Qatar has a particular influence over Paul Kagame and Rwanda and a lasting economic interest in the Democratic Republic of Congo.

The war is coming to an end
A statement from the Qatari Foreign Ministry said Tuesday that Kagame and Tshisekedi agreed on the willingness of all parties to “immediately cease fighting,” as called for at the meeting of the EAC and SADC countries last month. The leaders also agreed to continue pursuing peace through “renewed Luanda/Nairobi talks,” the ministry statement said.

The DRC continues to openly accuse Rwanda of attacking under the umbrella of the M23, in which the Rwandan army is located alongside the M23 on Congolese territory, where they have seized numerous areas, including the major cities of Bukavu and Goma.
Rwanda’s acceptance of an “immediate ceasefire” is a significant step. Rwanda normally denied these accusations, but all of these accusations have been approved by all UN experts, the DRC government, and many Western countries, which accuse Rwanda of supporting M23 rebels. Recently, Rwanda has changed its narrative, with Paul Kagame openly declaring that he truly supports the M23, that he sympathizes with it, and that Rwanda’s survival depends on “security measures deployed in the DRC.”
Dr. Mohammed Al-Khulaifi, Qatar’s Minister of Mediation and Conflict Resolution, announced on the X website that Qatar believes dialogue (between the two men) is the right way to “resolve disagreements between the countries” and achieve peace. Minister Al-Khulaifi said he was grateful to the two leaders for meeting in Doha and that Qatar hoped “direct talks” would continue.

Talks in Luanda between Kinshasa and the M23 group have stalled
Meanwhile, the Angolan government announced that talks that were due to begin in Luanda between the M23 movement and the Kinshasa government had not taken place “for serious reasons.”
On Monday, the M23 group announced it would not participate in today’s scheduled negotiations, criticizing the continued sanctions imposed on its leaders by certain countries, which it claims is hampering Africa’s efforts to find a solution to the Congolese war. The Angolan government, acting as mediator, announced that it “continued to make every effort to ensure that this meeting takes place on time,” adding that the talks “constitute the only lasting solution to peace in eastern DR Congo.”
But now that the two leaders have begun meeting, there is no hope that the inclusive meeting of the M23 and Kinshasa will achieve anything. Talks in Luanda between Kinshasa and the M23 group have stalled.
Could this be the end of the M23?

Using the lessons learned from Rwanda’s previous Congo wars, such as the period of General Laurent Nkunda (first left) in 2009 and General Bosco Ntaganda (center) and Sultan Makenga (first right now back) in 2013, one might think that this M23 of General Sultan Makenga (current); Corneille Nangaa and his AFC M23 team, will end up like their predecessors.

Rwanda has the last word in this M23 group, just as it had the last word in the previous groups, namely the M23 the 1st, the CNDP, the DRC Goma, and the AFDL. Politics is like a play in which each actor performs his piece on stage and then immediately leaves to make way for the other actors.
