This Friday morning, after having received him for more than 1h30 and at the end of a long suspense, Emmanuel Macron decided to appoint François Bayrou as Prime Minister. This December 13, the anniversary of Henri IV, the historical figure who fascinates the mayor of Pau who dedicated a book to him. Like a wink? This is the fourth time that the head of state and the president of the MoDem have exchanged on Matignon in a short space of time. After a lunch last Thursday, a meeting on Tuesday as reported by Le Parisien then a telephone conversation on Thursday evening, here is the confirmation of the presidential choice. Even if until the minute, François Bayrou did not know if he would be the lucky one chosen on December 13.

This choice is not insignificant on a political level. It is a historic ally of the head of state who is entering Matignon. Emmanuel Macron owes him in part his presidential destiny. By withdrawing from the race in his favor in 2017, in the last weeks of the campaign, the Béarnais had allowed the En Marche candidate to succeed in his assault on the Élysée. The head of state has never forgotten it. And François Bayrou has never failed to remind him of this debt.

A short-lived stint at Justice

In the first government, the mayor of Pau was appointed Keeper of the Seals (Minister of Justice). A tenure that would not last long. Weakened by the affair of the parliamentary assistants of MEPs, he left the chancellery after 35 days. The political and personal wound would take a long time to heal. In 2020, he was propelled to the head of the High Commission for Planning, a position tailor-made for him by the Head of State.

Always consulted, present at all political dinners at the Élysée, Bayrou has made himself indispensable, to the point of speaking regularly with Emmanuel Macron.

Aged 73 (like Michel Barnier whom he replaces), he has a profile that is nevertheless the antithesis of the “new world” originally promoted by En Marche. The mayor of Pau has an old-fashioned political career. He has held almost every elected position: twenty-five years as general councillor of the Pyrénées-Atlantiques, nineteen years as a member of parliament, eight years as president of the general council, ten years as mayor of Pau, four years as minister of national education in the Balladur and Alain Juppé governments

Father of six children, this Christian Democrat led the UDF and then the MoDem. He regularly sought to make a singular voice heard within the Macronie. François Bayrou, with his strong character, rarely hesitates to make his differences heard with a bang, as was the case at the time of the pension reform and the Yellow Vests episode. The mayor of Pau then publicly pleaded for “a profound change in the method of governance”.

Among the themes that are dear to him: refusal of dogmatic positions, fight against debt, implementation of proportional representation, defense of education, etc. His relations with the right are complicated. With the left, he maintains good relations with Bernard Cazeneuve, whom he would have liked to see arrive at Matignon in place of Michel Barnier.

With the RN, his ties are correct. In 2022, he gave his sponsorship to Marine Le Pen when she said she lacked it, in the name of democratic pluralism.

“He has never caricatured or offended Marine Le Pen. I even think that, deep down, he respects her. On proportional representation, he is aligned with the RN,” describes an outgoing minister. The president knows very well that François has a personal and prideful wound: that he never offered him Matignon. In any case, he has been preparing for it for weeks, it is clear that he is dying to do so. He suffered for a long time from not having already been called for Matignon by him.”

It is now up to him to put together a team with balances that are as precarious as they are complex.

The biography of François René Jean Lucien Bayrou

Born on May 25, 1951 in Bordères, François Bayrou grew up in a family of farmers. Passionate about literature, he studied classical literature in Bordeaux, after which he obtained his agrégation. Although he began his career in teaching, the young man also helped his mother to maintain the family farm after his father’s death in 1974.

François Bayrou embraced politics by becoming a general councilor for the Pyrénées-Atlantiques. Alternately a UDF deputy and then president of the Pyrénées-Atlantiques general council, the politician gained national stature when he was appointed Minister of National Education and Minister of Higher Education from 1995 to 1997.

He was then entrusted with the reins of the UDF, and became a Member of the European Parliament in 1999. However, he did not abandon the national scene, as he ran in the 2002 presidential election, then in the 2007 election, in which he was the third man. He founded the MoDem in 2007, but has since had to deal with numerous defections from his former friends. Combative, François Bayrou announced his third candidacy in the 2012 presidential election.

On 17 May 2017, President Emmanuel Macron appointed François Bayrou as Minister of Justice. On June 21, 2017, François Bayrou announced his resignation from the government.

On January 1, 2023, François Bayrou received the Legion of Honor from Emmanuel Macron at the Élysée Palace.

François Bayrou was acquitted on the benefit of the doubt by the courts on February 5, 2024 in the case of the MoDem parliamentary assistants in the European Parliament, opened in 2017.

On December 13, 2024, he was appointed Prime Minister by Emmanuel Macron following Michel Barnier.

On the private side, in 1971, François Bayrou married Élisabeth Perlant alias Babette. The couple gave birth to six children: Hélène, Marie, Dominique, Calixte, Agnès, André.
