The Nairobi process: And all of this ends with the M23 returning to where it was supposed to be in 2022

The Nairobi Process is a stakeholder-led initiative supported by the Special Representative of the Secretary-General for Children and Armed Conflict (SRSG CAAC) to improve the reintegration of children formerly associated with armed forces and armed groups (CAAFAG) into peaceful civilian life.

It was established in 2021 to facilitate consultations among CAAFAG and provide them with a new platform for dialogue, enabling them to present their ideas and recommendations to decision-makers within the United Nations and the African Union, as well as to donors, NGOs, and other influential stakeholders involved in reintegration programmes.

The Office of the Special Representative of the Secretary-General for Children and Armed Conflict (OSRSG CAAC) is the leading partner in the Nairobi Process, which is driven by stakeholders involved in child reintegration from more than 10 countries across Africa, the Americas, and Asia.

In March 2022, after the DRC joined the EAC, the Congolese government called on all armed groups[more than 200 at the time] to lay down their arms and come to Nairobi to present their grievances, in what was known as the Nairobi Peace Process, under the auspices of the EAC.

This process had been launched by President Uhuru Kenyatta with the aim of bringing stability to the entire EAC, from the Indian Ocean all the way to the Atlantic Ocean!

It was a beautiful dream!

The EAC was finally going to take off! To make progress!

The Democratic Republic of Congo (DRC) was on Tuesday March 29, 2022 officially admitted into the East African Community of member states.

But the M23 and the country supporting it instead intensified the fighting, because they did not want to sit at the same table as all the other armed groups.

They dragged their feet, claiming that they wanted to resolve their own problems directly with the Congolese government because they were not like the others!

Uhuru Kenyatta did everything he could, but after he left office, his successor, William Ruto, called the whole process into question!

Eventually, negotiations were organized exclusively between the M23 and the Congolese government.

They became known as the Luanda Process, led by Angola.

In August 2025, the two processes, Nairobi and Luanda, were brought together, merged, and placed under the leadership of the African Union.

When the Luanda talks reached a decisive stage — the signing of the agreement — the AU and Luanda Process officials were caught off guard: Rwanda and the M23 refused to sign! Well, they did not really refuse… they simply did not show up!

The others found themselves there, with their pens and documents ready, but nobody showed up to sign!

The Democratic Republic of Congo (DRC) was on Tuesday March 29, 2022 officially admitted into the East African Community of member states.

Then began a campaign claiming that President Uhuru Kenyatta and João Lourenço were biased in favor of Tshisekedi and the Congo, that they were only seeking photo opportunities and honors… along with many other accusations!

That is how Doha came into the picture, followed by Washington, but nothing came of it!

The EAC even deployed troops, promising the Congo that they would move into Bunagana, liberate it, continue toward Goma, and put an end to the crisis!

Ruto’s Kenyan troops, Museveni’s Ugandan troops, and Ndayishimiye’s Burundian troops[with the exception of Rwandan forces, who were not wanted] went onto the ground, making the Congo believe they were going to help it!

Tanzania, however, did not get involved, because it was suspicious of the whole affair and had just lost some of its soldiers deployed with MONUSCO.

Seeing that these forces were colluding with Rwanda and the M23, the Congo expelled them, with the exception of the Burundian forces, which remained under new mutual defense agreements concluded with the Congo.

The war continued and intensified.

Then the MONUSCO troops threw in the towel, the South African forces did the same, and the mercenaries also gave up. Goma and Bukavu fell into the hands of the M23.

But the longer the war continued, the more the government side began cleaning house within the FARDC, regrouping, training new troops, purchasing equipment, and removing traitors.

The Congo is preparing for a war it calls the “rematch”! Every time I hear that expression, it makes me laugh!

Six years of war have consumed enormous resources, blood, and lives, yet the M23 has still failed to conquer 100% of the two Kivu provinces.

Today, therefore, the M23 appears to understand that it is no longer possible to continue advancing toward Kinshasa, because it has not even taken all of Masisi and Uvira, and it could even end up losing a large part of the territories it has conquered!

The “rematch” war is raging! 🔥

And now the M23 is returning to where it all began:

A war for nothing! A war without a solid reason!

Now, in October 2026, could the AFC/M23 finally be seeking to sit down at the negotiating table with the government in Kinshasa, in that famous Nairobi Process initiated by Uhuru Kenyatta?

As we speak, Uhuru Kenyatta and Sahle-Work Zewde, both former heads of state of Kenya and Ethiopia, are reportedly prepared to travel to Goma at the invitation of the AFC/M23, following a request from the latter, which apparently wants to return to where it was supposed to be in 2022, in order to negotiate with the government rather than wait for the terrible war looming on the horizon!

Imagine: five or six years of bloodshed, and now it is quite possible that all these groups could once again find themselves around the same table in a new Nairobi Process!

All that, only to end up back here?!!

Who benefited from this war without reason?

And above all, who profited from all the bloodshed over these five or six years?

What a world, Lord! 😱
