Un porte-parole du gouvernement britannique a déclaré : « Le Royaume-Uni est profondément préoccupé par la situation dans l’est de la RDC. Le ministre des Affaires étrangères a rencontré le président Tshisekedi à Kinshasa et le président Kagame à Kigali les 21 et 22 février. « Lors de ses réunions, il a clairement indiqué qu’il ne pouvait y avoir de solution militaire au conflit. Il doit y avoir une cessation immédiate des hostilités. Les récentes offensives du M23 et des Forces de défense rwandaises (RDF), notamment la prise de Goma et de Bukavu, constituent une violation inacceptable de la souveraineté et de l’intégrité territoriale de la RDC et une violation de la Charte des Nations Unies. « Le ministre des Affaires étrangères a exhorté les deux dirigeants à s’engager de manière significative et de bonne foi dans les processus de paix menés par l’Afrique afin de trouver une solution politique durable. Ils doivent honorer tous les engagements pris lors du sommet conjoint CAE-SADC du 8 février. Le Royaume-Uni continuera de discuter avec ses partenaires africains et autres de ce qu’il peut faire de plus pour soutenir ces efforts. « La situation humanitaire dans l’est de la RDC est critique. Près d’un million de personnes ont été récemment déplacées dans l’est de la RDC et des centaines de milliers ont désespérément besoin d’une aide vitale. Il incombe à toutes les parties de protéger la population de l’est de la RDC qui a tant souffert dans ce conflit.
« Le ministre des Affaires étrangères a clairement indiqué qu’il y aurait une réponse forte de la communauté internationale face à l’escalade du conflit. Ces dernières semaines, le Royaume-Uni a coordonné étroitement cette réponse avec ses partenaires internationaux, notamment ceux du G7 et du Groupe de contact international sur les Grands Lacs. Nous avons également profité de toutes les occasions appropriées au Conseil de sécurité des Nations Unies et au Conseil des droits de l’homme pour appeler à une résolution du conflit dans l’est de la RDC.
« Lors de la visite du ministre des Affaires étrangères, il a annoncé un programme supplémentaire de 14,6 millions de livres sterling d’aide humanitaire pour aider ceux qui souffrent le plus dans l’est de la RDC.
« Le Royaume-Uni appelle à la cessation immédiate des hostilités, à l’accès humanitaire, au respect du droit international humanitaire, à un engagement significatif dans les processus de paix menés par l’Afrique et au retrait de toutes les forces de défense rwandaises du territoire congolais.
« Jusqu’à ce que des progrès significatifs soient réalisés, le Royaume-Uni prendra les mesures suivantes :
(1) Cesser toute participation de haut niveau aux événements organisés par le gouvernement du Rwanda.
(2) Limiter les activités de promotion commerciale avec le Rwanda.
(3)Suspendre l’aide financière bilatérale directe au gouvernement du Rwanda, à l’exclusion du soutien aux plus pauvres et aux plus vulnérables.
(4)Coordonner avec les partenaires les nouvelles désignations potentielles de sanctions.
(5) Suspendre la future aide à la formation de défense au Rwanda.
(6)Examiner les licences d’exportation des Forces de défense rwandaises.
« Le Rwanda a peut-être des problèmes de sécurité, mais il est inacceptable de les résoudre militairement. Il ne peut y avoir qu’une solution politique à ce conflit. Nous encourageons la RDC à s’engager avec le M23 dans le cadre d’un dialogue inclusif.
« Nous continuerons à réexaminer notre politique. »
