“Lorsque l’avion atterrit le 15 février 2014 à l’aéroport d’Orly (France), pour moi c’était le début d’un rêve. Comme on dit en Côte d’Ivoire, “mourir sans visiter Paris et voir la tour Eiffel, c’est que tu as échoué”.
Mais très vite, au bout d’une semaine, j’ai rapidement déchanté. Je me suis rendu compte qu’on nous vendait du rêve en Afrique surtout à la télé.
Hormis l’aspect modernisme et le confort, le quotidien ce sont des gens pressés, très peu de chaleur humaine, l’individualisme (chacun pour soi), beaucoup d’amis sans papiers, le racisme, des formalités administratives strictes, le froid, etc.
Ayant un visa étudiant étranger, j’avais l’obligation de contacter la préfecture de mon lieu de résidence pour signaler mon arrivée et obtenir un rendez-vous avec l’Office Français de l’Immigration et de l’Intégration (OFII). Et ce, dans les deux semaines de mon arrivée.
En effet, lorsque vous venez pour une longue durée en France, le visa sert juste à entrer sur le territoire français mais par la suite vous devez avoir un titre de séjour. C’est là que tu découvres qu’avoir un titre de séjour donc « les papiers » ou « les cèbè » est comme posséder de l’or.
Et plus encore, que beaucoup n’ont pas de papiers et que c’est le lot commun de nombreux africains en France. Toujours bien habillé sur Facebook et Instagram en marque de luxe mais jouant à cache-cache avec la police.
Ensuite, l’une des conditions pour obtenir le visa, c’est l’attestation d’hébergement c’est-à-dire une personne qui atteste qu’elle vous accueillera chez elle pendant votre séjour.
En février, nous étions encore en hiver, heureusement que le grand-frère Michel K. (que je remercie au passage) m’a hébergé 1mois ½. Trouver un hébergement (hormis les cités universitaires) est assez complexe, il faut prouver qu’on a des ressources financières régulières et un garant qui gagne 3 fois le montant du loyer.
Il y a également le fait que d’une manière générale, vos proches (ami, famille, etc.) vous hébergeront entre 1 et 3 mois. Au-delà, un matin ils vous diront de vous « chercher » (partir de leur maison en argot ivoirien).
Enfin, vu mon titre de séjour étudiant étranger, je ne pouvais travailler que 964 heures par an maximum (60 % de la durée annuelle légale du travail), donc que des boulots à temps partiel. En 2018, après 4 ans d’études et ayant obtenu des diplômes de l’enseignement supérieur français (1 diplôme en école de commerce, 2 à l’université), la préfecture m’a fait comprendre que pour travailler à temps plein, je devais changer de statut pour un titre de séjour travailleur.
Il y a plusieurs choix mais les deux que je savais à cette époque étaient :
- Soit trouver une entreprise prête à m’embaucher et m’accompagner dans cette procédure à la préfecture. Sachant que ça coûte à l’entreprise je crois environ 1500€ pour le faire. Il y a d’autres qui préfèrent payer de leurs propres poches pour aller plus vite. Sans compter que tu dois avoir une promesse d’embauche dans ton domaine d’étude et un certain salaire minimum sinon ça ne passe pas.
- Soit faire une demande d’autorisation provisoire de séjour pour chercher un travail ou créer mon entreprise. L’autorisation provisoire de séjour, ou APS, permet aux étudiants étrangers de rester en France pendant un an après la fin de leurs études pour chercher du travail.
C’est comme cela que chaque année de nombreux étudiants étrangers se retrouvent sans papiers ou sans travail et reçoivent de la préfecture l’Obligation de quitter le territoire français (OQTF).
Faut savoir qu’à la fin de tes études soit tu trouves un travail dans ton domaine d’étude (obligatoire), soit tu te réinscris pour aligner diplômes sur diplômes, soit tu quittes le territoire, soit rien de tout ça et tu deviens sans papiers.
Imaginez donc ce que vit une personne venu par la mer ou avec un titre de séjour « touriste » et qui par la suite a décidé de « caler » (rester sur le sol français en argot ivoirien).

Lorsque les papiers, le logement, le travail sont réunis, vous avez une vie correcte en France. Vous vivez bien. Comme on dit, pour vous va sortir ! Sinon… Fhum
